ישראל התחילה פעולה ממשלתית ראשית להזזת חברי קהילת בני מנשה ממדינות צפון-מזרח הודו לישראל. מעל 250 איש, שמטענים שהם יורדים משבט ביבלי, הגיעו לתל אביב כחלק מגל הראשון של היוזמה. הפעולה, הנקראת 'כנפי השחר', מטרתה להביא אל ישראל אלפים נוספים של בני מנשה בשנים הקרובות. המהלך רואה כמאמץ הומניטרי וכתגובה לחוסר העובדים בישראל. בני מנשה מאמינים שהם יורדים משבט העתיק של מנשה, וההגירה שלהם נתמכת על ידי ממשלת ישראל וארגונים יהודיים.
